D-MAX has developed Jurisdictional Urban Runoff Management Programs (JURMPs) for several San Diego Copermittees along with preparing required annual reports since 2002. As part of JURMP development, we prepare comprehensive databases prioritizing municipal, industrial, and commercial facilities, as well as construction projects based on threat to water quality and proximity to environmentally sensitive areas. The JURMPs include detailed plans and timelines to implement permit requirements.
D-MAX has prepared JURMPs for the cities of Poway, Chula Vista, El Cajon, La Mesa, Santee, National City, and Oceanside. Additionally, we’ve assisted Encinitas, Vista, and San Marcos in preparing sections of their JURMP documents. Outside of San Diego County, D-MAX has helped the City of Mission Viejo and the City of La Habra in developing Local Implementation Plans (LIP) in accordance with regional municipal permits and the Orange County Drainage Area Management Plan (DAMP). Most of these projects involved preparing updated inventories of dry weather monitoring stations and/or procedures.
Annual reports are prepared to comply with storm water permits and the JURMP and WURMP implementation requirements. D-MAX has developed a number of methods to analyze program effectiveness. We also assist with addressing comments from the San Diego RWQCB. This includes coordinating and meeting with the RWQCB to review and address their comments. Several sections of annual reports prepared by D-MAX have been deemed exemplary by the San Diego RWQCB. D-MAX has prepared several Annual Reports for the City of Poway, City of Santee, City of La Mesa, City of National City, and City of La Habra.
